My neighbors wont quit harrassing me?

Me and my husband moved back home about a year ago out of the military, he went thru the police academy and is now a police officer, When we moved in our neighbors were instantly friendly, but the other neighbors told us to becareful about what we say around them, but I decided to give them the benenfit of the doubt, after awhile we realized that everyone was right that love drama and will start it with anyone, about 6 months ago we adopted a rotti from a shelter, he is very large but is one of the biggest babies ever, I have two young kids that ride him like a horse. As soon as we brought him home the major trouble started, He is on a 250 lb wait limit chain with a large chain collar, Their is no way from him getting off and is on the other side of the house, and she has called the law about him trying to get us into trouble, the officers keep telling her that there is nothing the can do because he is on our property and he is chained up, She keeps telling everyone that he is going to attack someone when he wouldn't hurt a fly. I was told by some neighbors of ours that when we wasn't home her grandson had cornered him on our front porch with a water gun and was repeatedly shooting him in the face with it, and the yelled at him an told him to go home, I tried to explain to her that if he was gonna attack anyone he would have done it then, but he did nothing but cowar down. She will not leave us alone and we are not getting rid of him he is now apart of the family I just don't know what to do.
